There are two types of authority. One that comes from a position in the structure and one that comes as a authority to interpret discourse.
In a living entity like brains there are neurons and networks. There is no neuron that would have an authority to interpret discourse. Neural networks constantly prevent one neuron to become “the author of interpretation”. Networks constantly rearrange connections between neurons so that there is no permanent focal neuron - but permanent shifting of many temporary focal points.
In ideal democracy (neural society) we would have those with maximal structural authority and minimal interpretational authority. And those with authority to interpret discourse would have no structural authority. We would have the situation that would resemble the uncertainty principle (Heisenberg). More precise as position of quantum particle is known, less well is known it’s momentum - and vice versa.
In autocracy those with structural power have interpretational power as well. It goes against natural law - ant thus we can say that autocracy is not an evolutionary stable strategy (ESS).
